O tema central deste estudo diz respeito à autonomia normativa das agências reguladoras. Antes, porém, até para melhor compreensão da temática, cuidou-se de se contextualizar essas entidades dotadas de uma maior independência perante a Administração Central, explicando-se o conceito e a natureza jurídica desses organismos. Ainda, a investigação volta-se à estrutura, às atribuições e ao modo de funcionamento das agências.
Resumo Inglês:
The central theme of this study concerns the regulatory autonomy of regulatory agencies. Before, however, even for a better understanding of the theme, care was taken to contextualize these entities endowed with greater independence before the Central Administration, explaining the concept and the legal nature of these bodies. Still, the investigation turns to the structure, attributions and way of functioning of the agencies.
