A presente pesquisa versa sobre a experiência de democracia participativa no planejamento urbano do Município de Araquari. O objetivo é demonstrar se a forma em que se deu o funcionamento dos mecanismos de participação popular durante a Pandemia da COVID-19, e se ocorreu de acordo a Constituição Federal e o Estatuto da Cidade. Observa-se que a Constituição Federal previu modelo de gestão de politicas urbanas locais com forte ênfase na participação popular. Nota-se que a reforma do Plano Diretor de Araquari, empreendida através da Lei Complementar Municipal 323/2020, contou com sólidos instrumentos voltados a participação popular, mesmo durante a pandemia da COVID-19. Por fim, verifica-se que a participação em Araquari ocorreu alinhada com com a previsão Constitucional sob o paradigma de democracia direta, apesar das dificuldades relacionadas a efetiva participação da população interessada. A relevância da pesquisa está consubstanciada na necessidade de identificar a realidade da democracia participativa local. Na pesquisa foi utilizado o método indutivo para esclarecimento dos pontos abordados.

The present research deals with the experience of participatory democracy in the urban planning of the Municipality of Araquari. The objective is to demonstrate the way in which the mechanisms of popular participation worked during the COVID-19 Pandemic, and if it occurred in accordance with the Federal Constitution and the City Statute. It is observed that the Federal Constitution provided for a management model for local urban policies with a strong emphasis on popular participation. It is noted that the reform of the Araquari Master Plan, undertaken through Municipal Complementary Law 323/2020, had solid instruments aimed at popular participation, even during the COVID-19 pandemic. Finally, it appears that the participation in Araquari occurred in line with the Constitutional prediction under the paradigm of direct democracy, despite the difficulties related to the effective participation of the interested population. The relevance of the research is based on the need to identify the reality of local participatory democracy. In the research, the inductive method was used to clarify the points addressed.
