Atualmente grande é o fluxo migratório ao redor do mundo, especialmente dos refugiados, pessoas que são obrigadas a se deslocarem de seu país, tendo em vista a perseguição política, guerras, grandes crises econômicas, etc. Assim, o presente artigo tem por objetivo a análise da situação dos refugiados e imigrantes em Maringá/PR e a efetivação de seus direitos por meio de políticas públicas municipais. Para tanto, o trabalho analisou a pesquisa realizada no âmbito do Centro Universitário de Maringá (UNICESUMAR), bem como os dados que relevam as condições dos imigrantes e refugiados no Brasil. Além disso, utilizou como base o método teórico, baseado na revisão bibliográfica em livros, artigos de periódicos, legislação e doutrina aplicáveis ao caso, pertinentes para que seja examinada a proteção legal conferida pelo Estado brasileiro a estes indivíduos, que necessitam da concretização de políticas públicas para a inserção social.

Currently, there is a great flowof migrants around the world, especially refugees, who are forced to move from their country becauseof political persecution, wars, major economic crises, and so on. Thus, this article aims to analyze the situation of refugees and immigrants in Maringá, in the state of Paraná,and the effectivenessof their rights through municipal public policies. Therefore, the study analyzed a research carried out within the scope of the University Center of Maringá (UniCesumar) and data that highlightsthe conditions of immigrants and refugees in Brazil. In addition, it used as basethe theoretical method, based on the bibliographical review in books, journal articles, legislation and doctrine applicable to the case, pertinent for the examination ofthe legal protection granted by the Brazilian State to these individuals, who need the implementation of policiesfor social insertion.
