This article aims to demonstrate the necessity of a deep cooperation with the government to guarantee the human rights as well the efforts for those who breaks the international protection. Analyzes the utilizations of the power from the States and the limitations. This cooperation happens with the European Union – EU, from UN on the american continent.

Este trabajo tiene por objeto demonstrar la necesidad de profundizar una larga coo-peración entre los Estados, para garantizar los derechos del hombre y también los esfuerzos para encontrar aquellos que violan las protecciones internacionales. Busca verificar la utilización de la fuerza por el Estado y sus limitaciones. Dicha cooperación viene desarrollándo-se bajo los auspicios de la Unión Europea – UE, da la ONU y del continente americano.
