O recrutamento militar durante o período Imperial tinha como característica ser forçado e irregular, sendo destinado a uma determinada parcela pobre da população (mendigos, libertos, lavradores, criminosos e etc.) que não possuía alguma profissão ou ofício bem determinado. Com a criação da Lei 2556 de 26 de setembro de 1874 se institui que o recrutamento militar para o Exército e Armada teria como base o sorteio universal. A Lei do Sorteio de 1874 estabelecia que qualquer homem livre ou liberto, entre 19 e 30 anos estaria à disposição para servir por um período mínimo de 6 anos. Com isso a nova Lei alterou radicalmente a lógica que se tinha de recrutamento até então, gerando assim uma reação popular intensa em várias localidades do Império.

Military recruitment during the Imperial period had as its characteristic to be forced and irregular, being destined to a certain poor part of the population (beggars, ex-slaves, criminals, etc.) who did not have some profession or very determined craft. With the creation of Law 2556 of September 26, 1874, it was established that military recruitment for the Army and Navy would be based on the universal lottery. The Draw Act of 1874 provided that any freed or freed man, between the ages of 19 and 30, would be available to serve for a minimum period of six years. With this, the new Law radically altered the logic of recruitment until then, thus generating an intense popular reaction in several localities of the Empire.
