O presente trabalho busca delimitar o que são os Direitos Humanos no Brasil e no mundo e mostrar para quem são os Direitos Humanos e para que eles servem. Também objetiva investigar os desafios de manutenção e promoção dos Direitos Humanos no exercício profissional do assistente social, bem como a sua relevância. A metodologia é de caráter qualitativo, de natureza bibliográfica e crítica. Assim, foi selecionada bibliografia relevante sobre Direitos Humanos, Assistência Social, e a interseção entre ambos os assuntos, e, a partir de tais leituras, construída uma análise crítica sobre o papel da prática do assistente social na manutenção e expansão dos Direitos Humanos. A análise realizada demonstra que a promoção, manutenção e garantia dos Direitos Humanos possuem entraves e contradições provenientes da ordem hegemônica dominante na sociedade contemporânea. As intervenções nas expressões da questão social são realizadas a partir de um viés de amenização e não de superação, o que limita a emancipação humana, sobretudo o desenvolvimento dos Direitos Humanos.
The presentwork aims at delimiting what Human Rights are in Brazil and in the world and to show who Human Rights are for and their purposes. It also aims to investigate the challenges of maintenance and promotion of Human Rights in the social assistant professional exercise, as well as its relevance. The methodology is qualitative, bibliographic and critical. Thus, the relevant bibliography on Human Rights, Social Assistance and the intersection between the two issues was selected, and, from such readings, it was built a critical analysis about the role of the social worker's practice in the expansion and maintenance of Human Rights. The analysis carried out demonstrates that the promotion, maintenance and guarantee of Human Rights have obstacles and contradictions that come from the dominant hegemonic order in contemporary society. Interventions in the expressions of the social issue are carried out from a bias of alleviation and not of overcoming, which limits human emancipation and the development of Human Rights.
