Este artigo faz uma análise das Áreas de Especial Interesse Social (AEIS) no município de Campos dos Goytacazes. O trabalho começa com um estudo sobre as AEIS, instrumento de regularização que tem como principal objetivo permitir a legalização de ocupações feitas por populações de baixa renda em áreas que legalmente não pertencem a elas. A seguir, é feito um breve histórico da evolução urbanística do município, mostrando como ocorreu o processo de expansão urbana e a formação dos assentamentos irregulares. Finalmente, é apresentada uma discussão sobre a abordagem do instrumento pelo Plano Diretor da cidade.
This article analyses the special areas of social (AEIS) interest in the city of “Campos dos Goytacazes. This paper starts with the study of the AEIS, a regulatory act related to the city statute whose main objective is to allow the legalization of the land occupied by low income population who are not the legal owners. Following that, there is a brief history of the urban development in the city, showing how the city occupancy process expanded and the settling of illegal and/or precarious residency, also know as slums.
