Este artigo procura analisar e responder uma questão central: como as decisões da sociedade civil no processo de Consulta Popular desencadeado anualmente no Rio Grande do Sul são enquadradas numa abordagem estratégica de planejamento? Para responder a esta questão procurou-se analisar o grau de importância e de urgência de cada projeto eleito na Consulta Popular de 2010 no COREDE VRP. As constatações da pesquisa realizada evidenciaram que os projetos eleitos integram, sobretudo, prioridades que atendem áreas de ação sob responsabilidade do Governo do Estado, caracterizando-se pelo gerenciamento de crises decorrentes de falhas no planejamento, o que leva a região a deixar de aproveitar a oportunidade para implementação de projetos capazes de alavancar o desenvolvimento regional.
This article seeks to analyze and answer a central question: how decisions of civil society in the process of popular consultation initiated annually in Rio Grande do Sul are framed in a strategic planning approach? To answer this question we sought to analyze the degree of importance and urgency of each project chosen in the Popular Consultation in 2010 COREDE VRP. The findings of the research project showed that the elected members, especially areas that meet the priorities of action under the responsibility of the State Government, is characterized by the management of crises arising from failures in planning, leading the region to take advantage of the opportunity to implement projects that can leverage regional development.
