O presente artigo intitulado “Análise do Conselho Municipal de Proteção ao Patrimônio Histórico-Cultural-COMPHIC - como agente de Participação Social nas Políticas Públicas de Proteção do Patrimônio Histórico e Cultural no Município de Fortaleza/Ce” tem como objetivo principal analisar a participação social no que se refere a efetivação dessas políticas, bem como suas boas práticas, tendo o cidadão como fiscalizador e detentor da proteção da história da cidade como um instrumento cultural. As reflexões feitas propiciam uma compreensão da importância dos conselhos para que se efetivem as politicas públicas de proteção ao patrimônio histórico e cultural da cidade de Fortaleza, com o intuito de empoderamento da memória da cidade e do cidadão como coparticipe desse empoderamento.
This article entitled “Analysis of the Municipal Council for the Protection of Historic and Cultural Heritage - COMPHIC - as agent of Social Participation in Public Policies for the Protection of Cultural and Historical Heritage in the Municipality of Fortaleza / CE” has as main objective to analyze social participation in Which refers to the effectiveness of these policies, as well as its good practices, having the citizen as inspector and holder of the protection of the city’s history as a cultural instrument. The reflections made possible an understanding of the importance of the councils so that the public policies of protection to the historical and cultural patrimony of the city of Fortaleza, with the purpose of empowering the memory of the city and of the citizen as coparticipate of this empowerment, can be realized.
