AUDITORIA DE GESTÃO COMO FERRAMENTA APLICADA À ECONOMIA DA SAÚDE

Este estudo enfoca o trabalho realizado pela equipe de auditores do Sistema Municipal de Auditoria do SUS em Sobral, Ceará. Em 2012, este setor cumpre uma agenda de 15 anos e busca consolidar as suas atividades de trabalho em auditoria e auxílio à gestão. Sendo assim, trata-se de um relato de experiência, instituído junto à Secretaria da Saúde e Ação Social, que buscou socializar a atuação técnica da auditoria aplicada à gestão e, mais especificamente, à economia da saúde no município. A temática de economia tem sido constante, quando se discute sobre o processo de trabalho em saúde e, por isso, foi identificada como assunto estratégico dentro da gestão pública. Neste trabalho, a equipe de auditores procurou elencar uma série de atividades que pudessem traduzir a intersecção entre estas duas macrofunções de gestão. Desta forma, observou-se que, desde 1997 até agora, várias ações aconteceram nas diversas áreas envolvidas, demonstrando que a auditoria é ferramenta indispensável para a instituição, pois oferece a possibilidade de identificar possíveis distorções e falhas de aplicação financeira no âmbito da saúde pública.

This study focuses on the work done by the audit team of the Audit Municipal System of the SUS in Sobral, Ceará. In 2012, this sector fulfills an agenda for 15 years and seeks to consolidate their work activities in the audit and aid management. Thus, it is an experience report, established by the Department of Health and Social Action, which sought to socialize the technical performance of the audit applied to management and, more specifically, to health economics in this city. The theme of the economy has been steady, when discussing about the work process in health and, therefore, was identified as a strategic issue within the public administration. In this work, the audit team sought to list a series of activities that could translate the intersection between these two macrofunctions management. Thus, it was observed that, since 1997 until now, several actions occurred in the various áreas involved, demonstrating that the audit is an essential tool for the institution, it offers the possibility to identify possible distortions and failures of financial investment in public health.
