A CADEIA PRODUTIVA DA OVINOCAPRINOCULTURA DE LEITE NA REGIÃO CENTRAL DO RIO GRANDE DO NORTE: ESTRUTURA, GARGALOS E VANTAGENS COMPETITIVAS

A ovinocaprinocultura apresenta-se como atividade agropecuária de fundamental importância para a região semiárida do Nordeste. Estudos, pesquisas e trabalhos de extensão que tenham como foco este agronegócio são preponderantes para o desenvolvimento da atividade que visa à geração de renda de forma contínua e sustentada. O presente estudo tem por objetivo estabelecer as principais características da cadeia produtiva da ovinocaprinocultura do Estado do Rio Grande do Norte, delimitando sua estrutura, gargalos e vantagens competitivas. Para tanto, utilizou-se de coleta de dados feita durante pesquisa de campo realizada em três cidades da região central do Estado. Notou-se a ocorrência de problemas em alguns dos principais segmentos da cadeia produtiva, sobretudo nos segmentos referentes à produção e à distribuição, bem como em instituições presentes no ambiente organizacional da cadeia. Verificou-se também que a produção de leite da região é destinada quase integralmente para o atendimento do “Programa do Leite”, patrocinado pelo Governo Estadual, não havendo a ocorrência de clientes privados para o leite de cabra e ovelha no Estado. Em contrapartida, observou-se que o segmento de beneficiamento apresenta adequada infraestrutura e que os municípios produtores da região são articulados entre si.

The sheep and goat business is a fundamentally important agricultural activity in the semi-arid region of northeastern Brazil. Studies and research focusing in this type of agribusiness are very important for the development of this activity which produces income in a continuous and sustainable way. Current
investigation establishes the main features of the sheep and goat production chain in the central region of the state of Rio Grande do Norte, Brazil, and discusses its structure, difficulties and competitive advantages. Data from field research undertaken in three towns of the central region of the state were employed. Several problems were reported in some key segments, mainly production,
distribution and institutions belonging to the chain’s organization. It has been verified that the region’s milk production is almost exclusively forwarded to the benefit of the state government’s “Milk Program”, without the competitiveness of private customers for goat and sheep milk in the above-mentioned state. On the other hand, the processing segment has an adequate structure and the
producing towns of the region are integrated among themselves.
