CERCAMENTO DO PARQUE FARROUPILHA - PORTO ALEGRE/RS – REDENÇÃO OU PRISÃO?

Resumo Português:

A paisagem é um ponto de partida interessante para descobrir as relações de uma sociedade com seu
meio, bem como suas controvérsias e conflitos que lhes são inerentes. Ela é uma imagem que
expressa os aspectos subjetivos da natureza e da vida cotidiana e que revela as heterogeneidades e
as homogeneidades complexas das formas e do seu entrelaçamento com as ações de apropriação e
transformação pela(s) sociedade(s) humana(s). Tendo isso em vista, os pesquisadores do
Laboratório da Paisagem (PAGUS – Departamento de Geografia – IGEO – UFRGS) buscaram
experimentar diferentes ferramentas teórico-metodológicas ao realizar uma intervenção efêmera in
loco em uma paisagem urbana, e assim, estimular o debate sobre as controvérsias que lhe são
inerentes. A problemática escolhida foi a proposta de cercamento do Parque da Redenção,
oficialmente denominado Parque Farroupilha, discutida na Câmara de Vereadores de Porto Alegre
(RS) e na mídia local desde a década de 1990. Em uma área próxima ao lago Guaíba e ao Centro
Histórico da cidade, os 40 hectares de área verde com diversos ambientes são um importante marco
da paisagem de Porto Alegre. Caso fossem cercados, quais os aspectos da paisagem e outros que se
agregam a ela que estariam sendo alterados? Como realizar uma intervenção para sensibilizar a
população sobre as implicações do cercamento, ou não, do parque? Desde essas questões realizouse
uma intervenção em 08 de novembro de 2014, cujos registros orientaram o debate e a produção
deste texto e de um vídeo. Neste artigo, procuramos inicialmente realizar uma contextualização
sobre a paisagem estudada e a tensão evocada pela proposta de alterá-la mediante a instalação de
uma cerca. A seguir relatamos a intervenção realizada no local pelo grupo, como ferramenta
metodológica para estimular diferentes reações e assim registrar as sensações e opiniões da
população frente à alteração provocada naquela paisagem. Posteriormente, apresentamos reflexões
sobre diferentes aspectos e implicações que o fechamento do parque poderá acarretar.

The landscape is an interesting departure point to undercover the relations between a society and its
environment, with its inherent controversies and conflicts. The landscape is an image that expresses
subjective aspects of nature and daily life and that reveals the complex heterogeneities and
homogeneities of the shapes and its entanglement with appropriation and transformation actions
performed by human society(ies). Bearing that, researchers from the Landscape Laboratory
(PAGUS – Geography Department – IGEO – UFRGS) tried to experiment different theoretical and
methodological tools when doing a temporary intervention at a specific urban landscape. In doing
so, the group expected to stimulate the debate on the controversies inherent to that particular
landscape. The chosen issue was the argument around the proposal of putting a fence around Porto
Alegre’s (Brazil) main urban park (Parque da Redenção), raised by the city’s legislative and by the
local media since the 1990’s. In a 40 green hectares area with different settings, the park, which is
near Lake Guaíba and the city’s historic district, is an important attribute of Porto Alegre’s
landscape. Supposing the park was to be bounded, which are the aspects of its landscape and
correlated features that would be modified? How to perform an intervention to raise the
population’s awareness about the park is fencing, or not fencing? Deriving from these questions the
intervention was performed on November 8 2014. Its records guided the discussion and the making
of this text and of a video. This particular work is structured as it follows: firstly, the group presents
a contextualization of the studied landscape and the tension evoked by the proposal of changing its
dynamic through its bounding. Secondly, we report a site intervention performed by this research
group, as well as the record of population’s feelings and opinions about that momentary landscape
change. Finally, we present reflections about the implications that the park’s fencing may cause.
