CONSTITUIÇÃO DE CONSÓRCIOS INTERMUNICIPAIS DE SAÚDE: UMA APLICAÇÃO DA TÉCNICA DE AGRUPAMENTO POR CLUSTERS

Objetivo deste artigo é propor a utilização da técnica de agrupamentos por clusters como forma de diminuir a arbitrariedade durante a constituição de consórcios intermunicipais. Para demonstrar a utilização da técnica, essa foi aplicada aos dados de internação em saúde dos municípios do Estado de São Paulo, visando identificar possíveis consórcios. Como principal resultado, observa-se que a técnica de agrupamento por clusters apresenta a robustez necessária para servir como ferramenta no processo de constituição de consórcios intermunicipais. Dessa forma, este artigo pode auxiliar gestores na constituição desses consórcios: diagnosticando parceiros mais adequados ao problema específico que enfrentam, minimizando a presença de free riders e melhorando a provisão do bem público para a população.

Resumo Inglês:

The aim of this paper is to propose the utilization of cluster analysis technique as a way to reduce the arbitrariness during the formation of intermunicipal consortiums. To demonstrate the use of the technique, it was applied to the data of hospital health (high complexity) of the municipalities in the state of São Paulo, seeking the possible formation of consortia. As a main result, it is observed that the technique for cluster analysis shows the robustness necessary to serve as a tool in the process of consortiums formation. Thus, this article can assist public managers in the constitution of consortia: diagnosing partners best suited to the specific problem they face, minimizing the presence of free riders, and improving the provision of public goods to the population.
