O presente artigo realiza uma comparação entre os governos de Luiz Inácio Lula da Silva (2003-2010) e Dilma Rousseff (2011-jul-2014) em termos de política externa. Assim, elabora-se uma descrição da matriz adotada por Lula em âmbito internacional, suas estratégias e agendas. Em seguida, é efetuado um breve histórico da política externa desenvolvida por Dilma, da posse a julho de 2014. Por fim, frente o caráter hereditário da Presidenta em relação ao seu antecessor, realiza-se uma análise comparada dos elementos de ruptura e continuidade presentes em ambas matrizes de política externa.
This article makes a comparison between the governments of Luiz Inácio Lula da Silva (2003-2010) and Dilma Rousseff (2011-jul/2014) in terms of foreign policy. To do so, it’s elaborated a description of the matrix adopted by Lula in the international scope, as its strategies and agendas. Then, a brief history of Dilma’s foreign policy, is developed from her election to july of 2014. Lastly, considering the hereditary character presented by the President in relation to her predecessor, the elements of disruption and continuity presented in both matrices of foreign policy in a compared way are analyzed.
