Este artigo analisa as mudanças ocorridas a partir da Constituição Federal de
1988, que permitiu aos municÃpios brasileiros a possibilidade de maior participação no
rateio das receitas tributárias nacionais. No entanto, a desconcentração proposta das
receitas e as descentralizações das atribuições, fizeram os municÃpios assumirem
despesas dos governos estadual e federal. Por isso, é pertinente redefinir as
atribuições de cada membro da federação, através do “pacto federativoâ€. Esse pacto
federativo será a base de uma nova polÃtica de desenvolvimento territorial para o
Brasil.
This article analyzes the occurred since the Brazilian Federal Constitution of
1988 that allowed the Brazilian cities the possibility of a higher participation in the
sharing of national taxes. However, the proposal of division of prescriptions and the
attached attributions had made the cities assume expenditures of the state and
federal governments. Therefore, it is pertinent to redefine the attributions of each
member of the federation, through the "federative pact". This federative pact will be
the base of a new politics of territorial development for Brazil.
