Este artigo discute a luz da história, a Declaração Universal dos Direitos Humanos, sua assertividade no que representa o seus preceitos e funcionalidades como defensor humanitário. Para tanto, serão feitos contrapontos com a idéia do Pacto Internacional dos Direitos Civis e Políticos de 1966 que ganhou forma a partir da Declaração Universal, na qual se reafirmaram os direitos dos homens e mulheres como seres humanos livres detentores de direitos, que a passos largos são concedidos ou puramente invibilizados. Procurando definir quem são os chamados negligenciados e menos favorecidos. Por fim, ressaltar a importância de se empoderar as pessoas sobre os direitos humanitários em uma sociedade contemporânea, com o intuito de sanar a disparidade e negligência acerca deste conhecimento, para se alcançar uma sociedade mais justa e fraterna para reflexão apropriada para a aplicação no ensino-aprendizagem daqueles que precisam fazer a diferença na construção histórica Educacional. This paper discusses the light of history, the Universal Declaration of Human Rights, its assertiveness in what it represents its precepts and functions as a humanitarian advocate. To this end, it will counterpoint the idea of the 1966 International Covenant on Civil and Political Rights, which took shape from the Universal Declaration, in which the rights of men and women as free human beings with rights were reaffirmed, and which are largely granted or purely invisible. Seeking to define who are the so-called neglected and underprivileged. Finally, emphasizing the importance of empowering people about humanitarian rights in a contemporary society, in order to remedy the disparity and neglect about this knowledge, to achieve a more just and fraternal society for appropriate reflection for the application in the teaching-learning of those who need to make a difference in the historical educational construction.
