RESUMO
O presente artigo apresenta uma analise a cerca do trabalho desenvolvido pelas entidades do terceiro setor com vista no gerenciamento dos recursos públicos, trata ainda da importância dessas entidades no combate ao desvio de dinheiro público visto que as entidades do terceiro setor vêm sendo usadas como forma de descentralização, buscando um intercâmbio direto entre o governo federal e o destinatário final. Esta pesquisa é uma analise qualitativa e está dividida em duas etapas: pesquisa bibliográfica centrada na análise da literatura e estudo de campo por meio de observação e entrevistas com os responsáveis pelas entidades do terceiro setor do município de Pedreiras – MA cujo objetivo principal é verificar a realidade na gestão e aplicação dos recursos do governo federal destinados para uso em projetos direto nas comunidades através de entidades do terceiro setor, sem o intercambio da administração municipal, sendo trabalhado especificamente o Programa Nocional de Habitação Rural – PNHR e as caixas escolares do município.
This article presents an analysis about the work developed by the third sector entities with a view to the management of public resources. It also discusses the importance of these entities in the fight against public money diversion, since third sector entities have been used as a means of Decentralization, seeking a direct exchange between the federal government and the final recipient. This research is a qualitative analysis and is divided in two stages: bibliographical research centered in the analysis of the literature and field study by means of observation and interviews with those responsible for the entities of the third sector of the municipality of Pedreiras - MA, whose main objective is to verify the Reality in the management and application of the resources of the federal government destined to use in direct projects in the communities through entities of the third sector, without the exchange of the municipal administration, being worked specifically the Notional Program of Rural Housing - PNHR and the school boxes of the municipality.
