Nos últimos anos, tem-se verificado um aumento significativo no número de pessoas em situação de sem-abrigo em Portugal. Este estudo tem como objetivo analisar as perceções de profissionais de Serviço Social e utentes sobre as políticas sociais destinadas a esta população, através de um estudo de caso numa organização na cidade do Porto. Recorreu-se a uma metodologia qualitativa, incluindo entrevistas semiestruturadas com três profissionais da equipa multidisciplinar e cinco utentes em situação de sem-abrigo da organização. Os resultados evidenciam que, apesar das políticas nacionais e locais estarem alinhadas nas diretrizes para a intervenção, existem lacunas na sua implementação prática. Os/as profissionais destacam a importância do trabalho em rede e a necessidade de recursos adequados, especialmente no âmbito da habitação e da saúde mental. Os/as utentes reconhecem o apoio das organizações, mas apontam dificuldades na sua reintegração social. Conclui-se que é fundamental fortalecer a articulação entre políticas e práticas, investindo em estratégias que equilibrem prevenção, intervenção e integração comunitária. As implicações deste estudo sugerem que os/as assistentes sociais desempenham um papel crucial na mediação entre as políticas e as necessidades reais das pessoas em situação de sem-abrigo, contribuindo para garantir os seus direitos sociais.
In recent years, there has been a significant increase in the number of homeless people in Portugal. This study aims to analyze the perceptions of social work professionals and users regarding social policies aimed at this population, through a case study in an organization in the city of Porto Alegre. A qualitative methodology was used, including semi-structured interviews with three professionals from the multidisciplinary team and five homeless users of the organization. The results show that, despite national and local policies being aligned in their intervention guidelines, there are gaps in their practical implementation. Professionals highlight the importance of networking and the need for adequate resources, especially in the areas of housing and mental health. Users acknowledge the support of organizations but point to difficulties in their social reintegration. It is concluded that it is essential to strengthen the articulation between policies and practices, investing in strategies that balance prevention, intervention, and community integration. The implications of this study suggest that social workers play a crucial role in mediating between policies and the real needs of homeless people, contributing to guaranteeing their social rights.
