O presente trabalho pretende focar as estratégias técnicas, científicas e
políticas implementadas pelos poderes públicos estaduais do Rio de Janeiro, ao longo da
última década, para alavancar a modernização no campo fluminense. A partir de 1995, o
poder público estadual do Rio de Janeiro consolidou, efetivamente, a fusão dos antigos
estados da Guanabara e do Rio de Janeiro, e o “novo estado” passou a ter que se
articular com o “seu interior” para promover o desenvolvimento sócio-espacial,
notadamente no seu campo. Projetos, técnicas e estratégias vêm sendo desde então
aplicados, implementados e consolidados num espaço historicamente estagnado, desde
meados do século XX, ao mesmo tempo em que sofrem as resistências necessárias às
mudanças impostas por ações políticas personalistas que confundem tradições,
potencialidades e alternativas nos seus projetos de gestão. A inabilidade muitas vezes de
quem deveria arcar com os ônus e bônus do jogo político-partidário se soma à
insatisfação crescente, na “core region” estadual, por parte da sociedade civil
politicamente organizada que luta, ainda de maneira insípida e pouco representativa, por
um resgate histórico de uma territorialidade e uma representação política que não
existem mais, negando trinta anos de processo de consolidação da atual ordem políticoadministrativa
e de gestão territorial do Rio de Janeiro. Sob esta perspectiva que os
estudos espaciais da Geografia Rural devem ser reforçados no estado para que seus
objetos contribuam na re-significação de dinâmicas que transformem, efetivamente, o
espaço de vida do homem fluminense e o seu ambiente de trabalho.

The aim of this study is to focus on the technical, scientific and political
strategies implemented by the state government authorities of Rio de Janeiro during the
last decade with the purpose to promote modernization of the state’s countryside. Since
1995, the state effectively consolidated the fusion of the former states of Guanabara and Rio de Janeiro and the “new state” has had to implement an articulation with its
“inlands” so as to promote social and spatial development, particularly in its
countryside. Projects, techniques and strategies have been since then applied,
implemented and consolidated in a historically stagnated space since the middle of the
20th Century at the same time they suffer the necessary resistance to the changes
imposed by the personalist political actions that confuse traditions, potentials and
alternatives in their management projects. The frequent inability of those who should
bear the burden and the bonus of the political game is added to the growing
dissatisfaction in the state’s “core region” felt by the politically organized civil society
who fights, even if in a shy and tentative way, for a historical rescue of a territorial
notion and a political representation that no longer exist, negating thirty years of
consolidating process of the current political and administrative order and of the
territorial management of Rio de Janeiro. It is under such perspective that the spatial
studies of Rural Geography should be reinforced in the state so that its objects
contribute for the re-signification of actions that effectively transform the life of the
man of the state and his working environment.
