O objetivo desta pesquisa é avaliar o comportamento dos gastos estaduais e distrital na execução orçamentária da despesa por funções de governos com base na hipótese oportunista por ocasião dos anos das eleições de 2006, 2010 e 2014 (antes, durante e após as eleições). O estudo utiliza a estratégia de investigação da pesquisa avaliativa de resultados com o método empírico-analítico (banco de dados). Os resultados revelaram que durante o ano das eleições de 2006, os gastos com as funções de governo: segurança pública; agricultura; comércio e serviços e transporte apresentaram maior representatividade no ano eleitoral em comparação ao ano anterior (2005) e posterior (2007) as eleições. No ano das eleições de 2010, foram as funções judiciária, essencial à justiça, assistência social e habitação e no ano das eleições de 2014, foram as funções judiciária, essencial à justiça, administração, segurança pública e comunicação. A pesquisa contribui para o esclarecimento à sociedade acerca da utilização dos recursos públicos por ocasião dos anos das eleições (antes, durante e depois). Tal como, auxilia no processo de avaliação e possibilita maior participação dos cidadãos no monitoramento, controle e fiscalização social das atividades dos gestores governamentais dos estados e distrito federal.

This research aims to evaluate the behavior of state and district expenditures in the budget execution of the spending by government functions based on the opportunistic hypothesis during the election years of 2006, 2010 and 2014 (before, during and after the elections). The study uses the research strategy of evaluative outcomes research with the empirical-analytical method (database). The results showed that during the election year of 2006, the spending on the following government functions: public security; agriculture; trade and services and transportation were more significant in the electoral year in comparison with the year preceding (2005) and the year following (2007) the elections. In the election year of 2010, the spending was more significant on the following government functions: the judiciary function, essential to the justice, social assistance and housing, and in the election year of 2014, the judiciary function, essential to the justice, administration, public security and communication. The research contributes to the clarification to society about the use of public resources during the election years (before, during and after). It thus assists in the evaluation process and enables greater participation of the citizens in the monitoring, control and social oversight of the activities of state and federal district government managers.
