FAVELAS EM CIDADES MÉDIAS: ALGUMAS CONSIDERAÇÕES

Percebe-se que a crescente formação de favelas não é uma característica apenas das cidades grandes, haja vista que nos últimos anos tem ocorrido um crescimento deste tipo de assentamento humano em cidade média. Portanto é natural que problemas de dimensão socioespacial surjam e, conseqüentemente, se faz necessário controlar esse processo de crescimento. Atualmente, os critérios usados por órgãos brasileiros têm tornado confuso os números referentes à quantidade de favelas, o que pode atrasar a implantação de políticas publicas nessas áreas, notadamente nas cidades médias. Este panorama permite fazer um estudo comparativo dos diferentes conceitos de favelas no Brasil, destacando em que pontos estas definições não se adéquam a realidade do processo de expansão de favelas nas cidades médias.

In the last years there has been a surge in the increment of the number of slums in mean-sized brazilian towns, so that the formation of slums is no longer a characteristic of big cities. Hence, it is only natural that this phenomenon gives raise to socio-spatial problems and, consequently, to the necessity of controlling this process. Currently there is not a consensus for the criteria to defining the term “favela”. Thus, the different organs of the brazilian administration concerned in the problem use different criteria to classify a certain agglomeration of dwellings as a slums, and this originates obstacles to the implementation of basic public projects. This panorama highlights the interest of making a comparative study of the different concepts of slums in Brazil, especially in mid-sized cities, that be also able to reveal the inadequacies of those concepts to the social reality.
