O presente trabalho relata um estudo realizado sobre os processos de criação e funcionamento dos fundos ambientais em municÃpios do estado do EspÃrito Santo. Com relação ao nÃvel de estruturação da gestão ambiental municipal, no estado do EspÃrito Santo, este artigo destaca um conjunto de três perguntas básicas que sustentam o problema que orientou a pesquisa: no estado do EspÃrito Santo existem Secretarias Municipais de Meio Ambiente? Os municÃpios possuem fundos de gestão ambiental em operação e realizam licenciamento ambiental? O objetivo da pesquisa, de cunho descritivo e exploratório, foi analisar a municipalização da gestão ambiental como facilitador desse processo. Como metodologia básica aplicou-se um questionário padrão, desenvolvido em nove municÃpios do estado do EspÃrito Santo, de acordo com seus nÃveis de gestão ambiental e conforme a classificação do IEMA. Naqueles escolhidos por critério de facilidade de informações foram estudadas suas estruturas ambientais. Os resultados revelam que são mais eficientes os municÃpios que possuem gestão ambiental municipalizada, criam e operam fundos de meio ambiente. Com relação aos fundos, a pesquisa revela que as principais dificuldades apontadas referem-se à falta de vontade polÃtica, à precária estrutura operacional, à falta de recursos técnicos e financeiros, à baixa capacitação, aliadas à falta de integração e à fragmentação das ações ambientais. Conclui-se que aparelhamento e aperfeiçoamento institucional do municÃpio constituem-se como o primeiro passo para que o processo de criação e operação dos fundos de meio ambiente seja realmente eficaz e atinja os objetivos sociais a que se propõe.
This paper reports a study conducted on the processes of creation and operation of environmental funds in municipalities in the State of EspÃrito Santo. Regarding the level of structuring of municipal environmental management, in the State of EspÃrito Santo, this article highlights a set of three basic questions that underpin the problem that guided the research: Are there, in the State of the EspÃrito Santo, a specific office on Municipal Environment? Is there, in the municipalities, environmental funds management in operation to conduct environmental licensing? The purpose of the research, as a descriptive and exploratory analysis, is discovering if the municipalization of environmental management is really a facilitator of this process. As a basic methodology we have applied a standard questionnaire, developed in nine counties of the State of EspÃrito Santo, according to their levels of environmental management by IEMA classification. Those chosen for ease of information criteria were assessed for their environmental structures. The results reveal being more efficient those municipalities which have environmental management municipalized, create and fund operating environment. Regards to funding, the research reveals that the main difficulties presented refer to the lack of political will, the poor operating structure, the lack of technical and financial resources, low capacity, coupled with the lack of integration and fragmentation of environmental actions. It is concluded that the rigging and institutional improvement of the municipality constitute itself as the first step in the process of creating and operating funds environment is really effective and achieve the social objectives which they propose.
