A GESTÃO DO CAMPUS ARAGUATINS DO INSTITUTO FEDERAL DO TOCANTINS: UMA ANÁLISE A PARTIR DA LEI 11.892/2008

Este artigo tem como objetivo fazer uma reflexão sobre as alterações ocorridas no âmbito da gestão da educação profissional, com a criação dos Institutos Federais de Educação, Ciência e Tecnologia, com base na regulamentação da Lei n. 11.892/2008. Relata o histórico da educação profissional e a transformação da Escola Agrotécnica Federal de Araguatins (EAFA) no Campus de Araguatins, do Instituto Federal do Tocantins (IFTO), explicitando os elementos que constituíram a mudança, como legislação, características, finalidades, objetivos e, principalmente, investiga como ocorre a gestão dessa Instituição. Baseado em pesquisa bibliográfica e documental, demonstrou-se a importância da integração do Campus Araguatins ao mercado regional, ressaltando os benefícios advindos com a nova estrutura da organização. A criação dos institutos federais trouxe a padronização de um modelo de instituição com mais autonomia que as escolas técnicas federais, tanto no âmbito administrativo, quanto no pedagógico. Essa mudança organizacional foi refletida também no ambiente de trabalho, possibilitou e trouxe novas perspectivas, inclusive na mudança comportamental dos servidores públicos federais e terceirizados envolvidos no processo. Não houve grandes mudanças no sentido da oferta da educação profissional. Conclui-se que o que foi concretizado é a implementação de cursos superiores, tão necessários para o desenvolvimento regional, e que há necessidade de aprimoramento na área de gestão eficiente como prática social.

This article aims to reflect on the changes in the management of vocational education with the creation of the Federal Education, Science and Technology, based on the regulations of the Law n. 11.892/2008. Recounts the history of vocational education and the transformation of Agrotechnical School Federal Araguatins (EAFA) in Araguatins Campus, Institute of Tocantins (IFTO), explaining the elements that constituted the change, legislation, characteristics, purposes, goals, and occurs mainly as the management of this institution. Based on literature and documents, demonstrated the importance of integrating the Campus Araguatins the regional market and the benefits that come with the new structure of the organization. The creation of the federal institutes brought standardization of a model institution with more autonomy than federal technical schools, both at the administrative level and in teaching. This organizational change was also reflected in the work environment, enabled and brought new perspectives, including the behavioral change of federal civil servants and contractors involved in the process. There were no major changes towards the provision of vocational education. We conclude that what has been achieved is the implementation of higher education, so necessary for regional development, and that there is need for improvement in the area of efficient management as a social practice.
