A IMPLEMENTAÇÃO DE CICLOVIAS: HISTÓRICO E DESAFIOS EM BOA VISTA/RR

Resumo Português:

As articulações entre política de transporte público e mobilidade urbana ciclável em sistemas locais, tornaram-se desafios para a formulação de políticas urbanas de mobilidade em diferentes cidades. Nesse contexto, questionase: de que modo se constituiu a infraestrutura cicloviária, por meio de políticas públicas, em um destino turístico? Para responder tal questionamento, o objetivo do estudo é compreender a evolução histórica da implantação de ciclovias por meio de políticas públicas municipais de Boa Vista (RR). Para atingir tal objetivo, os procedimentos de pesquisa dividiu-se em três partes: (1) Levantamento de dados bibliográficos a respeito de bicicleta e os benefícios dela pelo no uso da ciclovia; (2) análise de documentos administrativos e normativos como leis, programas e projetos desenvolvidos pelo município; e (3) análise qualitativa aplicando os estudos de Vale (2016), que destaca três fatores que favorecem a utilização da bicicleta como meio de transporte, sob o ponto de vista das características urbanísticas do território. A bicicleta como meio de transporte, apesar do seu impacto positivo na qualidade de vida e melhoria da saúde dos usuários, como substituto recreativo, permitindo maior liberdade de movimento, ainda carece de um melhor entendimento das especificidades sociais e infra estruturais das diferentes regiões e cidades. O estudo constrói uma matriz histórica das políticas públicas que se destinaram a implementação da malha cicloviária, aponta os desafios da rede e traz conclusões sobre a relação dela com o cicloturismo. Com isso, o estudo foi realizado para compreender os desafios na história da implantação da ciclovia em Boa Vista, capital do Estado de Roraima dentro do contexto brasileiro e local. Os resultados destacam uma perspectiva que podem ajudar a moldar as políticas de investimento para a mobilidade, especialmente a mobilidade por bicicleta nas ciclovias e sua importância das infraestruturas cicláveis nos percursos dos ciclistas e como está diretamente relacionada com a infraestrutura fornecida pela cidade para promover e contribuis como o desenvolvimento do cicloturismo e a mobilidade urbana nas cidades. Como indicação de pesquisas futuras, outras cidades e/ou destinos turísticos podem ser estudados, a fim de buscar possíveis padrões na política de mobilidade ativa das cidades.

The articulations between public transport policy and urban cycling mobility in local systems have become challenges for the formulation of urban mobility policies in different cities. In this context, the question arises: how was the cycling infrastructure created, through public policies, in a tourist destination? To answer this question, the objective of the study is to understand the historical evolution of the implementation of cycle paths through municipal public policies in Boa Vista (RR). To achieve this objective, the research procedures were divided into three parts: (1) Survey of bibliographic data regarding bicycles and their benefits when using the cycle path; (2) analysis of administrative and normative documents such as laws, programs and projects developed by the municipality; and (3) qualitative analysis applying the studies of Vale (2016), which highlights three factors that favor the use of bicycles as a means of transport, from the point of view of the urban characteristics of the territory. The bicycle as a means of transport, despite its positive impact on the quality of life and improvement of users' health, as a recreational substitute, allowing greater freedom of movement, still lacks a better understanding of the social and infrastructural specificities of different regions and cities. The study builds a historical matrix of public policies that were intended to implement the cycling network, highlights the network's challenges and draws conclusions about its relationship with cycling tourism. Therefore, the study was carried out to understand the challenges in the history of the implementation of the cycle path in Boa Vista, capital of the State of Roraima within the Brazilian and local context. The results highlight a perspective that can help shape investment policies for mobility, especially cycling mobility on cycle paths and its importance of cycling infrastructure on cyclists' routes and how it is directly related to the infrastructure provided by the city to promote and contribute such as the development of cycle tourism and urban mobility in cities. As an indication for future research, other cities and/or tourist destinations can be studied, in order to look for possible patterns in the cities' active mobility policy.
