O objetivo deste trabalho é a análise das do instituto da improbidade administrativa, bem como a inconstitucionalidade do artigo 21 da Lei 13.089/15. Para compreender o panorama da questão, o presente artigo se debruçará acerca dos impactos advindos no Direito Urbanístico a partir da Constituição Federal, Estatuto das Cidades e do Estatuto da Metrópole.

The aim of this work is the analysis of the institute of administrative improbity, as well as the unconstitutionality of the article 21 of Law 13,089/15. In order to understand the panorama of the issue, this article will focus on the impacts of Urban Law based on the Federal Constitution, the Statute of Cities and the Statute of the Metropolis.
