Durante a grande seca que grassou sobre o “Norte do império brasileiroâ€, nos anos de 1877 a 1880, a formação de comissões de socorros públicos foi o procedimento usado pela elite provincial do Ceará para conter e apaziguar os ânimos da grande massa retirante que deixava o campo e migrava para os centros urbanos. Na comissão da cidade do Aracati, os interesses que sobre ela se impunham nos levam a considerar sobre o propósito oficial de sua formação, segundo a vontade do governo provincial, em contraponto com os interesses da elite local da cidade, ansiosa por apropriar-se da referida comissão visando lucrar com a seca.
