O objetivo deste texto é, ao mesmo tempo, contextualizar e apresentar perspectivas técnico-polÃticas para a adoção de estratégias e ações em saúde que melhor visualizem a interface Saúde Mental e Atenção Básica, firmem convicções em torno da concepção e organização do sistema de saúde, operem reformas parciais orientadas por um modelo de Gestão em Saúde e, com essa base, poder formular e implementar polÃticas que, ao incidirem sobre pontos crÃticos da organização desse sistema, sejam capazes de criar novas dinâmicas de trabalho. Assim, este artigo foi elaborado em um contexto bastante reflexivo, tanto sobre os textos que o balizam quanto dos inúmeros apontamentos que registram as reuniões de trabalho, os debates e cotejamentos que vêm sendo fomentados junto à s instâncias governamentais comprometidas com este processo nesta Secretaria Estadual da Saúde do Rio Grande do Sul (SES/RS). A centralidade do texto é a necessidade de uma leitura crÃtica que revele os pressupostos técnicos, polÃticos, organizativos, sociais e epidemiológicos que fundamentam as propostas relatadas, conduzindo ao aprofundamento desta temática e à descoberta de que cada situação demanda tratamento especÃfico no âmbito municipal/local, exige criatividade e esforço para buscar o melhor a ser feito em favor da promoção, prevenção e proteção da saúde da população.
The goal of this work is, at the same time, contextualize and present technical and political perspectives for the adoption of health strategies and actions which better visualize the interface Mental Health and Primary Care, stable convictions around the conception and organization of the health care system, operate partial renovation by a Health Management Model, and based on these actions, have the possibility of formulating and implementing policies which, basing on critical organization points of that system, can create new work dynamics. So, this article was developed in a reflexive context, both for the texts on which they are based on, and the innumerous minutes of the work meetings, debates and comparisons being promoted together with the governmental bodies linked to this process at Secretaria Estadual da Saúde do Rio Grande do Sul (SES/RS). It is necessary a critical reading of the text revealing the technical, political, organizational, social and epidemiological purposes of the proposals, leading to the discovery that each situation requires a specific treatment, at the municipal/local context, creativity and effort to do the best for the people’s health promotion, prevention and protection.
