Resumo Português:
O Direito Internacional, desde o fim da Primeira Guerra Mundial, vem passando por profundas transformações em sua própria natureza, na medida em que deixou de ser um direito estritamente europeu, retirou do Estado a liberdade de recorrer ao uso da força para solucionar litígios internacionais, universalizou seu âmbito de ação com o processo de descolonização e a emergência de dezenas de novos Estados. Nessa perspectiva, voltou-se, na contemporaneidade, com a criação das Nações Unidas, para a proteção dos Direitos Humanos e do Meio Ambiente, para a promoção do desenvolvimento, enfim, para a paz.

The International law, since the end of the World War I, comes passing for deep trans-formations in its proper nature, in the measure where it left of being a strict European right, removed of the State the freedom to appeal to the use of the force to solve internationals, universalizou its scope of action with the process of descolonização and the emergency of sets of ten of new States. In this perspective, it was turned, in the contemporaneidade, with the creation of United Nations, toward the protection of the human rights and the environment, for the promotion of the development, at last, for the peace.
