Este trabalho tem como objetivo lançar luz sobre a tramitação da Lei nº 12.711/2012, cuja importância está no debate contemporâneo acerca da avaliação da Política de Cotas em âmbito federal. Trata-se de uma pesquisa de natureza qualitativa, que utiliza procedimentos de revisão bibliográfica e documental. Dentre os resultados, destaca-se a origem da Lei a partir do Projeto de Lei (PL) 73/1999, que acelerou seu andamento após associação com o PL 3.627/2004. Depois de mais de treze anos de tramitação, considerando Câmara dos Deputados e Senado Federal, e sete audiências públicas, a redação final da matéria foi aprovada em 2012.
This work aims to shed light on the processing of Law No. 12,711/2012, whose importance lies in the contemporary debate about the evaluation of the Affirmative Action Policy at the federal level. It is qualitative research that utilizes procedures of bibliographic and documentary review. Among the results, the origin of the Law from the Bill (PL) 73/1999 is highlighted, which accelerated its progress after association with PL 3,627/2004. After more than thirteen years of processing, considering the Chamber of Deputies and the Federal Senate, and seven public hearings, the final wording of the legislation was approved in 2012.
