A participação feminina nas instituições políticas ainda encontra muitos obstáculos. Mesmo em países desenvolvidos, a proporção de mulheres em cargos legislativos é bem reduzida em comparação ao número de homens. Entre os diversos empecilhos para uma maior inserção feminina no Parlamento desponta o sistema eleitoral. O propósito deste artigo é abordar o grau de influência do sistema eleitoral sobre a proporção de mulheres no Poder Legislativo. A pergunta a seguir norteia a investigação: quais mecanismos dos sistemas eleitorais incentivam ou dificultam a presença feminina no Parlamento? Tal indagação é respondida a partir da literatura pertinente sobre as modalidades de sistemas eleitorais. Buscamos apresentar os incentivos e obstáculos provenientes dos sistemas eleitorais para promover a representação parlamentar feminina. Conforme notamos, os sistemas eleitorais em vigor podem exercer variados graus de influência na composição do Parlamento ou até mesmo demonstrar um efeito irrisório.
Female participation in political institutions faces many obstacles. Even in developed countries, the proportion of women in legislative offices is much reduced vis-à-vis the number of men. Among the many obstacles for a higher female insertion into the Parliament, the electoral system is to be highlighted. The aim of this article is to tackle the electoral system’s influence on the proportion of women in the Legislature. The following question guides this study: which mechanisms from electoral systems encourage or hinder the female presence in Parliament? Such question is answered with recourse to the pertaining literature on types of electoral systems. We seek to show the incentives and obstacles originated in electoral systems to promote female parliamentary representation. As we notice, the existing electoral systems may exert varied degrees of influence over the Parliament’s composition or even show a negligible effect.
