METODOLOGIAS PARA GESTÃO DE PROJETOS SOCIAIS: TRAJETÓRIA DE DOIS CASOS

Resumo Português:

O presente artigo tem por objetivo discorrer sobre o processo de construção metodológica em dois projetos sociais dos Institutos Superiores de Ensino do Centro Educacional Nossa Senhora Auxiliadora (ISECENSA), Campos dos Goytacazes, RJ, a saber: projeto Desvendando Rio Preto (2005-2009) e o projeto Universidade-Bairro Comunidade Tamarindo (2009-atual). Tal recorte em ambos os projetos justifica-se pela necessária sistematização dos esforços metodológicos ensejados propositivamente de modo a promover o empoderamento das populações envolvidas por meio do associativismo. Em que pese as diferenças entre o lócus, respectivamente, rural e urbano de atuação dos projetos, ambos caracterizam-se pela dimensão interdisciplinar, pelas várias áreas profissionalizantes envolvidas e pela dimensão intercultural geradora de tensões culturais, organizacionais e comunitárias. Porém, quando se observa a quantidade de atores envolvidos nos dois projetos, a diferença é relevante para entender as mudanças metodológicas propostas. Assim, da noção de Esquema Conceitual de Referencial Operativo (ECRO), desenvolvido por Pichón Riviére, para a noção de Planejamento Estratégico Situacional (PES), desenvolvido por Carlos Matus, orientado pelo conceito de “evolução transdisciplinar”, tem-se o objeto de reflexão deste artigo. O contexto do artigo tem propósito amplo que visa à consolidação de uma metodologia que possa ser replicada em futuros projetos sociais de uma instituição universitária de ensino, extensão e pesquisa como pretende tornar-se o Isecensa.

The present article brings into focus the process of the elaboration of the methodology for two projects of the
Institutos Superiores de Ensino do Centro Educacional Nossa Senhora Auxiliadora (ISECENSA), Campos of
Goytacazes, RJ, so called: Desvendando Rio Preto (2005-2009) and Universidade-Bairro Comunidade
Tamarindo (2009-current). Such cut out in both projects is justified on the grounds of systematization of the
intended methodological efforts in order to enhance the empowerment of the involved populations through the
associativism. In spite of the differences between the loci, respectively, rural and urban, where the projects take
place, both are characterized by the interdisciplinary dimension, once the vocational areas and the tensions
generated by the intercultural, organizational and community profile dimensions. However, when the amount of
actors involved in the two projects, is observed the difference is relevant to understand the proposed
methodological changes. The notion of Conceptual Outline of Operative Referencial (ECRO), developed by
Pichón Riviére, and the notion of Strategic Planning Situational (PES), developed by Carlos Matus, guided by
the concept of " transdisciplinar evolution ", sketch the goal of this argumentation. The context of the article has
the wide purpose to seek the consolidation of a methodology that can be repicated in future social projects of the
Isecensa, which aims to become an academical institution of teaching, extension and research.
