A despeito das muitas controvérsias e receios quanto à política de cotas raciais para ingresso no ensino superior, é possível reconhecer que ações afirmativas da população negra foram incorporadas ao âmbito jurídico brasileiro, cabendo ressaltar que, para tanto, houve um longo caminho de reivindicações e defesa de direitos feitas por movimentos sociais relacionados. O presente artigo tem como objetivo discutir a relevância desses movimentos para o estabelecimento de políticas públicas de cotas raciais, entendidas estas como recurso fundamental na luta para que as barreiras socioeconômicas impostas à população negra sejam mitigadas através daviabilização e ampliação de sua educação formal. Para tal discussão, emprega-se um método bibliográfico e descritivo, com aportes de bibliografia especializada sobre o tema. Dentre os resultados atingidos pela pesquisa, corrobora-se a percepção de que, longe de ser tão somente beneficiária passiva de políticas de inclusão, a população negra brasileira soube ser agente relevante ou protagonista de sua própria libertação, o que só foi possível graças às reivindicações políticas, sociais e econômicas em favorda população negra que somente ganharam visibilidade em decorrência da importância dos movimentos sociais negros.

Despite the many controversies and concerns aboutracial quota in higher education, affirmative action policies for black people have been incorporated into Brazilian legal framework and it is worth pointing out this as a resulting development in the long road of claims and defense of rights travelled byrelated black social movements. This article aims to discuss the relevance of these movements for the establishment of public policies on racial quotas, which are understood to be a fundamental resource in the struggle to mitigate the socioeconomic barriers imposed on the black population by the means of the enlargement of their formal education. For this discussion, a bibliographical and descriptive method is employed, with contributions from specialized bibliography on the theme. Among the results achieved by the research is the corroboration of the perception that far from being merely the passive beneficiary of inclusion policies, the Brazilian black population has known how to be a relevant agent or protagonist of its own liberation, which was only possible thanks to the political, social and economic claims on the behalf of the black population that gained visibility as a result of the importance of the black social movements.
