O presente trabalho tem por escopo alertar para a necessidade de pensar-se sobre o processo democrático e sua consolidação nos paÃses do MERCOSUL. Analisa também os instrumentos normativos em nÃvel regional e internacional que incluem a democracia como requisito de participação ou como valor compartilhado. Enfatiza a análise do Estado Venezuelano tendo em vista as particularidades polÃticas e a recente adesão ao bloco do MERCOSUL.
The present essay has the objective to alert for the need to think about the democratic process and its consolidation in MERCOSUL countries. Also analyses the legal instruments in regional and international level that include the democracy as pre condition of participation or as a shared value. Enphasise the analysis of the Venezuelan state, objectiving the political particularizes and the recently adhesion to the MERCOSUL block.
