O Diplomata e a Guerra: Política Externa Brasileira na gestão do Embaixador José de Paula Rodrigues Alves (Buenos Aires-1938-1944)

Este artigo pretende analisar a gestão diplomática do Embaixador José de Paula Rodrigues Alves em missão na Argentina entre os anos de 1938-1944.2 A partir do influxo da correspondência do diplomata, o que se pretende é, além de investigar as intensas articulações políticas e o substancial volume de sua produção epistolar – desproporcional às poucas pesquisas de que é objeto no Brasil – pesquisaras interpretações do missivista quanto à participação do Brasil e da Argentina na II Guerra Mundial. A experiência diplomática de Rodrigues Alves e a relevância da Argentina no contexto estudado, implica verificar, a partir da correspondência do Embaixador com a chancelaria do Ministro Oswaldo Aranha e com o Presidente Getúlio Vargas, a condução das relações de política externa com o país Platino.A análise da tessitura histórica produzida entre os missivistas possibilita uma leitura múltipla do campo político das relações internacionais na região. Acrescento a essas considerações, o fato de que a correspondência também se constituí como um instrumento da luta política e como um expediente de poder na medida em que, através da interceptação e da censura e das informações acerca da conjuntura continental, os atores políticos podiam interferir objetivamente nas relações de política externa entre a Argentina e o Brasil. Assim, como resultado pretendido, ao estudar a correspondência de Alves, procurarei perceber os instrumentos e os projetos políticos agenciados por ele junto a burocracia estatal argentina e brasileira. Nesse sentido, como hipótese de investigação, levanto a questão se na correspondência seria possível vislumbrar se havia correlações entre os relatórios do Embaixador Rodrigues Alves e as relações de política externa bilateral do Governo Brasileiro com a Argentina durante a II Guerra Mundial.

This article intends to analyze the diplomatic management of Ambassador José de Paula Rodrigues Alves, on a mission in Argentina between the years of 1938-1944. From the influx of correspondence of the diplomat, the aim of this project is, besides investigating the intense political alliances and the substantial volume of its epistolary production, to research the writers‟s interpretations regarding the participation of Brazil and Argentina in World War II. The diplomatic experience of Rodrigues Alves and the relevance of Argentina in the context studied, involves checking, from the correspondence between the Ambassador, the Foreign Minister Oswaldo Aranha and President Getulio Vargas, the conduct of foreign policy relations with the Platino country. The analysis of the historical texture produced between the correspondents enables a multiple reading of the political field of international relations in the region. Adding to these considerations is the fact that the correspondence also represents an instrument of political fight and as an expedient of power in the measure of, through interception and censorship and information in the continental situation, political actors could interfere directly in relations to foreign policy between Argentina and Brazil. Thus, as a desired result, by studying the correspondence of Alves, I will perceive the tools and the political projects handled by him with the state bureaucracy of Argentina and Brazil. In this sense, as a research hypothesis, I raise the question whether it would be possible to discern through the correspondence if there were correlations between the reports of Ambassador Rodrigues Alves and the relations of bilateral foreign policy of the Brazilian Government with Argentina during World War II.
