É preciso analisar como a organização institucional denominada “presidencialismo de coalizão” impacta o desenvolvimento social e econômico do Brasil, país que apresenta sério déficit de cidadania. A reflexão sobre o aprimoramento das relações institucionais, com base na Constituição de 1988, é requisito necessário para que não se desperdicem as conquistas já obtidas pelo contrato social da redemocratização. Tendo como base o texto constitucional é possível afirmar que cabem aperfeiçoamentos no desenho institucional da República e, para isso, é imprescindível compreender o alcance ou o impacto do presidencialismo de coalizão num contexto de baixíssimo crescimento econômico que pode comprometer o contrato social da redemocratização, com o objetivo de ampliar a qualidade da democracia e elevar do bem estar da sociedade.
It is necessary to analyze how the institutional organization called "coalition presidentialism” impacts the social and economic development of Brazil, which presents serious deficit of citizenship. Reflection on the improvement of institutional relations, based on the Constitution of 1988, is necessary requirement not to waste the achievements already obtained by social contract of redemocratization. Based on the Constitution it is clear that fit improvements in the institutional design of the Republic and, to this end, it is essential to understand the scope or impact of the coalition presidentialism in a context of very low economic growth that can compromise the social contract of redemocratization, with the objective of increasing the quality of democracy and increase the welfare of society.
