O presente estudo tem o objetivo de realizar uma análise acerca dos principais aspectos que envolvem os direitos fundamentais e, principalmente, a vinculação do Estado e da Administração Pública na aplicação e promoção de polÃticas públicas hábeis a realizar os direitos fundamentais na maior medida do possÃvel, observando, para tanto, os princÃpios e diretrizes que norteiam a atuação estatal, bem como a observância à reserva do possÃvel, como limite fático à garantia do mÃnimo existencial do trabalhador.
This study aims to conduct an analysis of the main aspects involving fundamental rights and especially the linking of the State and Public Administration in the application and promotion of skilled public policies to realize the fundamental rights to the greatest extent possible, noting, therefore, the principles and guidelines that guide state action, as well as compliance to the reserve as possible as factual limit to guarantee an existential minimum of the individual.
