O Estado é uma forma de
organização polÃtica que marca o inÃ
cio da modernidade e o final da era
feudal. Desde o século XVII o Estado
configurou-se como única alternativa
de organização polÃtica. Ainda assim,
cada cultura polÃtica desenvolveu as
instituições estatais de maneira diversa
dependendo das particularidades pró
prias de cada tradição. Em decorrên
cia, as instituições dependem não só
da estrutura dada pelo ordenamento
jurÃdico do Estado, senão também da
cultura polÃtica da sociedade, repre
sentada pelos valores e ideias sociais
compartilhadas entre os membros,
ou seja, os códigos de conduta que
geralmente não estão escritos e que
complementam as regras formais. Isto
ocorre porque, ainda que as regras
possam ser as mesmas, os mecanismos
de cumprimento obrigatório, a for
ma que se exerce a obrigatoriedade,
as normas de conduta e os modelos
subjetivos dos atores não o são. No
presente artigo analisaremos os prin
cipais modelos de Estado no ocidente
a partir de quatro culturas polÃticas,
(inglesa, francesa, estadunidense e
latino americana) com o objetivo de
mostrar costumes e tradições polÃticas
diversas, que influem até hoje os dife
rentes Estados.
The State is a form of polit
ical organization which marks the be
ginning of modernity and the end of
the feudal era. Since the seventeenth
century the state was configured as
the only alternative of political orga
nization. Still, every political culture
developed differently institutions de
pending on the particularities of each
tradition. As a result, institutions not
only depend on the structure given by
acts of the state, but also depend of
the political culture of society, rep
resented by shared social values and
ideas among members, which means,
codes of conduct that are generally
not written and that complement the
formal rules. This happens because
even if the rules are may be the same,
the binding mechanism, the compul
sory compliance and the standards of
conduct and the subjective models of
the actors are not the same. In this pa
per we Ìll analyzing the main models
of the western state from four political
cultures (English, French, American
and Latin American) in order to show
how different political costumes and
traditions influence today the differ
ent States.
