Surge um novo fenômeno na expansão da educação superior brasileira, que desde a década de 70 estava pautada no crescimento por meio da iniciativa privada e agora apresenta seu crescimento por meio da iniciativa pública e do financiamento público. Para analisá-lo e descrevê-lo, utilizou-se como referencial: a Educação Superior no Brasil no perÃodo Pré-2002 por meio das leis de diretrizes e bases da educação nacional, apresentando as mudanças de marco legal e a grande expansão do setor privado pós 1970 e do Plano Nacional da Educação e suas principais preposições. Em seguida é abordada a Educação Superior no Brasil no PerÃodo Pós-2002 por meio do Plano de Desenvolvimento da Educação e as ações que alimentaram o fenômeno identificado. A coleta dos dados deu-se por meio de uma Pesquisa Documental. Foram utilizados os dados dos últimos Censos da Educação Superior brasileira, por meio do Instituto Nacional de Estudos e Pesquisas Educacionais – INEP, dados do Ministério da Educação e Cultura – MEC, a respeito da participação dos atuais programas voltados para a expansão educação superior, além de pesquisa bibliográfica utilizando materiais já publicados sobre o presente tema. A análise dos dados apresenta que estamos vivendo um momento único em termos de expansão da educação superior no Brasil por meio do financiamento público. Além disso, os dados apresentaram um cenário otimista para a expansão da educação superior por meio da esfera pública para os próximos anos, algo que remete a uma democratização do atual sistema no paÃs.
There is a new phenomenon in the expansion of Brazilian higher education, which since the 70's was based on growth through private financing and now presents its growth through public initiative and public funding. To analyze it and describe it, it was used as a reference: Higher education in Brazil before 2002 through the Law of Guidelines and Foundations of National Education, showing the main changes and the great expansion of the private higher education after 1970 and the National Plan of Education and its main propositions, and then is approached Higher Education in Brazil in the Post-2002 through the Education Development Plan and the actions that have contributed the phenomenon identified. Data collection was through a Documental Research, using data from the last Census of Higher Education, through the National Institute of Educational Studies and Researches - INEP, data from the Ministry of Education and Culture - MEC, about the participation of current programs to expanding higher education, and Bibliographic Research using materials already published on this topic. Data analysis shows that we are living a unique moment in terms of expansion of higher education in Brazil through public funding. Additionaly, the data showed an optimistic scenario for the expansion of higher education through the public initiative in the next year, something which refers to a democratization of the current system in the country.
