Este artigo apresenta o resultado de um projeto de extensão interdisciplinar de Geografia
Urbana e Direito UrbanÃstico realizado pelo PET Geografia/UFMS em parceria com a
Associação dos Moradores dos Bairros Colinos e Jardim Primaveril da cidade de Três Lagoas,
situada a leste de Mato Grosso do Sul. Objetivou-se traçar o perfil e levantar as necessidades
mais prementes dos moradores dos referidos bairros, para posteriormente subsidiar a
Associação na estruturação do seu Estatuto e do Plano de Ação na gestão 2005-2006. A
metodologia utilizada pautou-se na pesquisa bibliográfica para fundamentação teórica;
aplicação de um questionário junto aos moradores; registro fotográfico; distribuição de um
folheto informativo sobre a existência da AMBCP e de que forma a mesma podia atender aos
interesses e representa-los junto aos órgãos e gestores da polÃtica urbana três-lagoense;
editoração da planta urbana com destaque par os dois bairros estudados; tabulação,
representação dos dados sob a forma de tabelas e gráficos; e análise do conteúdo de forma
qualitativa; elaboração da minuta do Estatuto da AMBCP, observando os aspectos jurÃdicoslegais.
Os resultados apontaram para a falta de planejamento e da prestação de serviços inerentes ao saneamento ambiental urbano, bem como a desinformação de muitos moradores
quanto à existência e ao trabalho realizado pela Associação. A vivência dos participantes do
projeto junto aos moradores e a realidade apreendida revelaram que a existência de
equipamentos obsoletos e a não prestação de serviços pelo poder público estão intimamente
ligadas à inércia e à desmobilização dos munÃcipes; e ainda, que só por meio da garantia dos
direitos constitucionais e do cumprimento dos deveres é que um cidadão goza de sua
cidadania plena. E a execução desse trabalho por ter sido de natureza co-participativa entre
universidade e comunidade certamente criou perspectivas de trabalho coletivo e espÃrito de luta
de novas conquistas, em prol da melhoria da sua qualidade de vida.
This article presents the result of an extension project between subjects of Urban Geography
and Right Urbanity carried through for the PET Geografia/UFMS in partnership with the
Association of the Inhabitants of the Quarters Colinos and Jardim Primaveril of the city of Três
Lagoas, situated the east of Mato Grosso do Sul. It was objectified to trace the profile and to
raise the necessities most pressing of the inhabitants of the related quarters, later to subsidize
the Association in the structuration of its Estatute and the Plan of Action in management 2005-
2006. The used methodology was based in the bibliographical research for theoretical recital;
application of a questionnaire next to the inhabitants; photographic register; distribution of an
informative brochure on the existence of the AMBCP and of that it forms the same one could
take care of to the interests and represents them next to the agencies and managers of the trêslagoense
urban politics; editoration of the urban plant with prominence pair the two studied
quarters; quantification, representation of the data under the table form and graphs; e analysis
of the content of qualitative form; elaboration of the draft of the Statute of the AMBCP, observing
the legal-legal aspects. The results had pointed with respect to the lack of planning and the
inherent rendering of services to the urban ambient sanitation, as well as the disinformation of
many inhabitants how much to the existence and the work carried through for the Association.
The experience of the participants of the project next to the inhabitants and the apprehended
reality had disclosed that to the obsolete equipment and existence and the rendering of services
for the public power and is not on to the inertia and the demobilization of the townspeople, and
still, that by means of the guarantee of the laws and the fulfilment of the duties it only is that a
citizen enjoys of its full citizenship. The execution of this work for having been of involvent
nature between university and community certainly created perspectives of collective work and
spirit of fight and new conquests, in favor of the improvement of its quality of life.
