O "PROGRAMA NACIONAL DE DESENVOLVIMENTO SUSTENTÁVEL DE TERRITÓRIOS RURAIS" E SUA OPERACIONALIZAÇÃO NO CENTRO SUL DO PARANÁ

O Programa Nacional de Desenvolvimento Sustentável de Territórios Rurais (PRONAT) foi criado em 2003 e consolidado em 2004, substituindo o "PRONAF Infra-estrutura e Serviços Municipais", o qual outrora atendia projetos de apoio ao desenvolvimento da agricultura familiar em escala municipal. Com efeito, nota-se que o objetivo do PRONAT é mais amplo, visando promover o planejamento, a implementação e a autogestão do processo de desenvolvimento sustentável em ampla gama de territórios rurais. Embora o PRONAT tenha objetivos bem delineados, os dados deste estudo revelaram várias dificuldades pragmáticas por parte dos territórios envolvidos, sobretudo na propositura de projetos que dialoguem com as diretrizes do programa. Sendo assim, esse itinerário científico objetivou analisar os projetos financiados pela SDT no Território Centro Sul do Paraná e a relação dos mesmos com os propósitos do PRONAT. Para tanto, utilizou-se informações provenientes do Sistema de Gestão Estratégica da SDT - SGE e conceitos apresentados nos documentos base do programa. A apreciação dos dados empíricos revelou diversas ações positivas financiadas pela SDT no Território em questão, porém, observou-se uma grande concentração dos recursos nos municípios maiores. Em suma, concluiu-se que, no Território Centro Sul do Paraná, a aplicação dos recursos do PRONAT não condiz plenamente com a atual abordagem de desenvolvimento territorial proposta pelo Ministério do Desenvolvimento Agrário, fato este que pode ser resultado da falta de reflexões holísticas e da escassez de diálogos entre os agentes envolvidos.

The National Program for Sustainable Development of Rural Territories (PRONAT) was created in 2003, and was improved in 2004. The PRONAT born to replace the "PRONAF Infrastructure and Municipal Services", being a program that once helped the family farmer, only in municipalities. The goal of PRONAT is broader, to promote planning and sustainable development in larger territories. Although the PRONAT has clear goals, the research revealed several practical difficulties, highlighting the absence of projects that meet all of the guidelines. Therefore, this article aims to analyze the projects funded by the Department of Territorial Development (SDT), showing the relationship of these projects with the PRONAT purposes. In this search, we used information from SDT/SGE, and data of the documents of the PRONAT. The analysis revealed the existence of several positive actions financed by the SDT, however, there was an accumulation of funds in the larger municipalities. In summary, it was concluded that the projects of South Central Territory of the Paraná do not meet all of the PRONAT guidelines. The shortcomings of these projects, unfeasible the sustainable development as is intend by Ministry of Agrarian Development. The reason for this weakness may be due to the lack of dialogue between social actors.
