O que é interpretar a Constituição? Existe interpretação especificamente constitucional? Estas são questões iniciais do presente estudo que conduzirão a uma análise ampla sobre a indispensabilidade da interpretação constitucional, por mais claras que sejam suas normas. Num primeiro olhar, a atividade intelectual interpretativa pode parecer um assunto de menor importância, o que é um grande equívoco. É por meio dessa atividade intelectual que se faz a aplicação das normas que estruturam e organizam o Estado. Esse é um tema que há muito impõe grandes desafios ao aplicador do Direito e é cerne dos debates constitucionais.

What does the interpretation of the constitution mean? Is there a specific constitutional interpretation? These are the main issues of this study, which will conduct a comprehensive analysis on the indispensability of constitutional interpretation, even when considering that the laws expressed there are clear. At a first glance, an interpretive intellectual activity may seem a minor task, which is a big misconception. It is based on this intellectual activity that the adoption of norms that structure and organize the State is possible. This is an issue that has great importance for the Law enforcer and is the essence of constitutional debates.
