A frase de Gareth Evans retrata bem o fenómeno do terrorismo como a nova desordem mundial e suas vulnerabilidades: “[não_] sabemos bastante, pura e simplesmente, sobre o Terrorismo, sobre a identidade dos terroristas, a sua capacidade e intenções. O que sabermos sobre o terrorismo contemporânea é que ele tem sido um fenómeno em constante mutação, com uma capacidade continuada para nos surpreender e chocar – quanto aos alvos a atingir, em que tempo, de que modo e em que escala.” É mediante a proliferação do terrorismo no mundo e as grandes questões mundiais que decidimos abordar este tema, embora de forma geral e sucinta, recairá na análise do advento do terrorismo como nova ameaça global, questionando se: o terrorismo, como nova desordem mundial, vulnerabilizou ou não os Estados quanto ao Direito geral de Estado e do Direito Internacional no seu combate?

Gareth Evans’s phrase portrays the phenomenon of terrorism as the new world disorder and its vulnerabilities: “[we_] do not know enough, simply on Terrorism, on the identity of the terrorists, their ability and intentions. What we know about contemporary terrorism is that it has been a constantly changing phenomenon, with a continued ability to surprise and shock – for targets to be achieved in that time, how and on what scale.” It is through the proliferation of terrorism in the world and the major global issues that we have decided to address this issue, although generally and succinctly, we will look at the advent of terrorism as a new global threat, wondering whether: terrorism, as a new world disorder, has made it vulnerable. or not the states as to the general law of state and international law in their fight?
