Operações de paz multidimensionais: o estado liberal-democrático como nexo entre o desenvolvimento e a segurança humana

A paz e o conflito constituem padrões recorrentes das relações entre os Estados desde o estabelecimento destes como principal ator internacional. A busca pela paz é tema de estudos desde os mais remotos tempos e a criação de instituições e instrumentos capazes de fazer frente aos conflitos tornou-se prática indissociável das relações internacionais desde, pelo menos, o século XX. Entre tais instrumentos estão as chamadas operações de paz. Essas operações, de caráter multidisciplinar, têm por objetivo contribuir para que países em um contexto pós-conflito possam alcançar as condições necessárias para a manutenção de uma paz sustentável. Nesse sentido, o tema do desenvolvimento, nos últimos anos, tornou-se a tônica das operações de paz em um contexto de restabelecimento da ordem democrático-liberal em países onde o Estado é considerado ineficaz ou mesmo inexistente. Isto posto, o presente artigo tem por objetivo, através de uma análise bibliográfica e documental, utilizando o método qualitativo, apresentar um breve estudo sobre os desafios impostos ao sucesso dessas novas missões.

Peace and conflict constitute recurrent patterns in the relationship between States since their establishment as main international actors. The search for peace has been a theme of study since the earliest times of the international society and the creation of institutions and instruments capable of overcoming conflicts has been a practice inseparable from international relations since, at least, the 20th century. Among these instruments are the so-called peace operations. These operations, of a multidisciplinary character, have the objective of contributing so that countries that find themselves in a post-conflict context are able to reach the necessary conditions for the maintenance of a sustainable peace. In this sense, the theme of development, in the last few years, stood out in peace operations in a context of reestablishment of a liberal democratic order in countries where the State is considered to be ineffective or even inexistent. Accordingly, through a bibliographical and documental analysis, using a qualitative method, this article has the purpose of presenting a brief study on the challenges to the success of these new missions.
