Este artigo tem o objetivo de caracterizar a grande estratégia dos Estados Unidos no período entre 1991 e 2017, verificando mudanças e continuidades na política externa americana, com ênfase na construção da ordem liberal internacional pós-Guerra Fria. A metodologia de pesquisa consiste na análise de conteúdo de fontes primárias, que são os documentos oficiais do governo americano intitulados em geral como National Security Strategy, desde o governo de George H. W. Bush até Donald Trump, a partir de um recorte específico de temas relativos à grande estratégia e à ordem liberal internacional, como a promoção de democracia, livre mercado e instituições multilaterais, com o suporte de bibliografia especializada. O resultado desta pesquisa é a caracterização da grande estratégia americana no período delimitado, em que foram observadas mudanças táticas na política externa, oscilando entre o multilateralismo e o unilateralismo, com o objetivo central de manutenção da posição hegemônica dos Estados Unidos.

This article aims to characterize the American grand strategy between 1991 and 2017, verifying changes and continuities in the American foreign policy, with emphasis on the construction of the post Cold War liberal international order. The research methodology consists on the content analysis of primary sources, which are the American government’s official documents entitled in general as National Security Strategy, since the George H. W. Bush administration until Donald Trump, taking a specific approach of topics relative to grand strategy and liberal international order, such as democracy promotion, free market and multilateral institutions, with support of specialized bibliography. Our result is the characteriz ation of the American grand strategy, in which we can observe tactical changes in its foreign policy, oscillating between multilateralism and unilateralism, with the main target of keeping the hegemonic position of the United States.
