Historicamente o atendimento oferecido a adolescentes que cometem atos infracionais foi evidenciado pela perspectiva de controle e vigilância institucional e ausência de instrumentos protetivos a família. A situação do sistema socioeducativo no Ceará nos anos 2000, ainda remete ao passado marcado por um contexto repressivo e punitivo, em que a responsabilização é confundida com a negação de direitos. Paralelo a esse cenário, temos movimentos sociais e organizações que lutam pela efetivação de direitos e desenvolvimento da política socioeducativa, através de articulações e resistências.
Historically care for adolescents was a responsibility based on the criteria of institutional violation and lack of protective instruments for families. The situation of the socio-educational system in the State of Ceará in the present day still refers to past practices, in which the penal system is based on repression and punishment and responsibility is confused with denial of rights. In parallel there was the creation of institutions dedicated to fighting for the implementation of rights and the development of socio-educational policies, through articulations and resistance.
