O presente trabalho teve como objetivo desenvolver um estudo acerca da função policial na ordem constitucional brasileira e o cumprimento dos direitos e garantias fundamentais direcionados aos policiais militares do estado de Minas Gerais, observando as evoluções e restrições dos direitos destes e o impacto na construção de uma sociedade pacífica para a efetivação de uma polícia cidadã , educadora e promotora da justiça e garantia dos direitos fundamentais. Para atingir tal objetivo, procurou-se verificar de que forma o exercício pleno dos direitos e garantias fundamentais pelos integrantes da polícia militar pode contribuir para a construção da política pública de segurança eficaz na busca da sociedade justa e na garantia dos direitos fundamentais do cidadão. Foi procedido também um apanhado histórico sobre o surgimento e evolução dos direitos fundamentais, aliado ao princípio da dignidade da pessoa humana. Como método de pesquisa adotou-se o dedutivo e como metodologia optou-se por uma pesquisa essencialmente bibliográfica casada a um repertorio constitucional, legal, doutrinário e jurisprudencial para dar resposta ao problema da pesquisa.

The objective of this study was to develop a study about the police function in the Brazilian constitutional order and the fulfillment of fundamental rights and guarantees directed to the military police of the state of Minas Gerais, observing the evolution and restrictions of their rights and the impact on the construction of a a peaceful society for the enforcement of a citizen police and promoter of justice and guarantee of fundamental rights. In order to achieve this objective, it was sought to verify how the full exercise of fundamental rights and guarantees by members of the military police can contribute to the construction of effective public security policy in the search for a just society and in guaranteeing the fundamental rights of the citizen. There was also a historical survey on the emergence and evolution of fundamental rights, coupled with the principle of human dignity. As a research method, the deductive was adopted and as a methodology, an essentially bibliographical research was chosen, married to a constitutional, legal, doctrinal and jurisprudential repertoire to answer the research problem.
