O presente artigo traz uma reflexão sobre o real papel dos direitos humanos na atualidade. O objetivo do artigo é analisar a temática, dando maior enfoque a visão articulada dos compromissos, exigências e dependências sociais para justificar seu alcance universalizado. O problema da pesquisa é: atuando com base em sua dimensão ética, construir direitos humanos com alcance universal é uma realidade tangível ou uma utopia inalcançável? O método de abordagem adotado é o dedutivo, e o método de procedimento utilizado é o monográfico. A hipótese principal responde ao problema de pesquisa de modo afirmativo. A conclusão é de que a noção ética que norteia o conceito sobre direitos humanos, se utilizada em paralelo a uma ideia de dignidade humana dúplice (dimensão básica e cultural), permitem que se estenda substantivamente a efetividade de ações práticas, incluindo reconhecimento universal, somados a uma legislação vigente e eventuais intervenções para garantir sua implementação.

This article deals with the real role of human rights today. The objective of the article is to analyze the theme, giving greater focus to the articulated vision of social commitments, requirements and dependencies. The research problem is: acting based on the ethical dimension, is building human rights with universal scope a tangible reality or an unreachable utopia? The method of approach adopted is the deductive, and the method of procedure used is the monographic. The main hypothesis answers the research problem in the affirmative. The conclusion is that the ethical notion that drives the human rights concept, whether used along with a notion of human dignity subdivided into two branches (basic and cultural dimensions), makes feasible to enlarge the effectiveness of practical actions and to recognize the human rights as a universal category.
