O presente artigo objetiva demonstrar como se dá a atuação dos movimentos sociais urbanos de Natal/RN, especificamente do Movimento de Luta nos Bairros, Vilas e Favelas (MLB), nos espaços institucionalizados de participação social. Busca-se responder como esse movimento atua nos espaços institucionalizados de participação social na área de política urbana e habitacional? A fim de realizar a pesquisa, buscou-se, inicialmente, identificar e caracterizar os principais movimentos sociais urbanos presentes na cena de Natal no período investigado (2013-2017). Nesse momento, optou-se por realizar análise de material jornalístico, veiculado nos dois principais jornais locais de circulação impressa. Após a seleção dos casos a ser estudados, realizou-se uma pesquisa acerca dos principais espaços institucionalizados de participação existentes na cidade e que tratam da temática do desenvolvimento urbano. Por fim, por meio de entrevistas semiestruturadas, estabeleceu-se uma relação entre tais espaços e os movimentos sociais como forma de conhecer a sua forma de atuação nos conselhos e como influenciam no processo de produção das políticas públicas locais.
The present article aims to demonstrate how the urban social movements of Natal/RN, specifically the Movement of Struggle in Neighborhoods, Villages and Slums (MLB), take place in the institutionalized spaces of social participation. It tries to answer how this movement operates in the institutionalized spaces of social participation in the area of urban and housing policy? In order to carry out the research, it was initially sought to identify and characterize the main urban social movements present in the Natal scene during the period investigated (2013-2017). At that time, it was decided to carry out analysis of journalistic material, published in the two main local newspapers of printed circulation. After the selection of the cases to be studied, a research was carried out on the main institutionalized spaces of participation existing in the city that deal with urban development. Finally, through semi-structured interviews, a relationship was established between these spaces and social movements as a way of knowing their way of acting in councils and how they influence the process of production of local public policies.
