Tanto a ordem internacional quanto a ordem constitucional brasileira exigem o aprofundamento da democracia com a inclusão efetiva das mulheres nos espaços de poder decisórios, especialmente no poder legislativo, instituição deliberativa por excelência. A discriminação que exclui a mulher na esfera da democracia representativa rebaixa sua qualidade e compromete a efetivação do princípio da participação política igualitária. A solução do problema depende da atuação em diversas frentes, sociais e culturais, e de iniciativas que tenham outros focos para além da modificação normativa das leis eleitorais. Inobstante, enquanto mudanças na sociedade não consigam promover sozinhas esse status igualitário, é indispensável que políticas afirmativas corrijam o déficit democrático de participação feminina e garantam a paridade de gênero.

Both the international order and the Brazilian constitutional order require the deepening of democracy with the effective inclusion of women in decision-making spaces, especially in the legislative branch, a deliberative institution par excellence. The discrimination that excludes women in the sphere of representative democracy degrades its quality and jeopardizes the principle of equal political participation. Solving the problem depends on the action in diverse fronts, social and cultural, and of initiatives that have other focuses besides the normative modification of the electoral laws. However, while changes in society fail to promote this egalitarian status, it is imperative that affirmative policies correct the democratic deficit of female participation and ensure gender parity.
