PARQUES DE PRODUÇÃO DE ENERGIA EÓLICA E TRANSFORMAÇÕES NA PAISAGEM – ESTUDO DE CASO EM SANTA VITÓRIA DO PALMAR/RS

Numa região das mais isoladas do Estado, no extremo sul do país, logo no início da BR-471,
rodovia que liga o município do Chuí ao município de Santa Vitória do Palmar, já estão instalados
os primeiros aerogeradores do Complexo Eólico Campos Neutrais, que reúne três grandes parques:
Geribatu, Chuí e Hermenegildo. As dez plantas, cada uma com mais de dez aerogeradores do
Parque Eólico Geribatu já estão finalizadas e em funcionamento, causando uma alteração drástica
na fisionomia da paisagem. O objetivo deste trabalho foi compreender, a partir da literatura
referente, o crescimento da produção de energia eólica, as características das áreas em que se
implantaram parques ou complexos eólicos e os impactos dos objetos técnicos relacionados a está
produção na paisagem. Foi realizado, primeiramente, um levantamento de material bibliográfico
sobre os métodos relativos ao estudo da paisagem, destacando-se a abordagem da percepção.
Atualmente observa-se que as alterações sentidas na dinâmica do município, devido à instalação do
Parque Eólico, não se limitam apenas ao impacto visual, tais como o aumento do fluxo do trânsito e
a maior circulação de pessoas. Santa Vitória do Palmar, com a implementação do Parque, vive uma
atmosfera de otimismo, ganhando uma nova identidade, alterando assim de forma positiva, a
própria relação da comunidade local com o contexto que a circunda. Santa Vitória do Palmar, no
imaginário local, passou a contextualizar-se no mundo globalizado através de um símbolo que
representa a ideia de desenvolvimento limpo e responsável.

In the deep South of the country, in one of the most remote regions in the state, at the first stretch of
the BR-471 Highway which connects the towns of Chuí and Santa Vitória do Palmar, the first
turbines of the Complexo Eólico Campos Neutrais wind farm can be found. This collective wind
farm already involves three wind parks: Geribatu, Chuí and Hermenegildo. The ten Geribatu wind
park plants, with over ten turbines each, are already installed and in full operation. The ten plants,
each with over ten turbines of the park wind farm Geribatu are already completed and in operation.
They have drastically altered the physiognomy of the landscape. Starting from the literature review,
this work aims at understanding the growth of Aeolic energy generation, the characteristics of the
areas where single or collective wind parks have been built as well as the impact such technical equipment related to wind energy generation have had on the landscape. To begin with, a literature
review was undertaken focusing on landscape study methodology with a special emphasis on the
perception approach. Presently it is possible to conclude that the changes experienced in the
dynamics of the municipalities due to installation of the wind parks are not limited to the visual
impact, such as result from an increased flow of traffic and an increased circulation of people. After
the installation of the parks, the population of Santa Vitória do Palmar lives in a state of optimism.
They acquired a new identity, which indicates that wind parks have affected positively the
relationship of the local community with its surrounding context. As part of the local imaginary,
Santa Vitória do Palmar is now seen as being in tune with a globalized world by means of a symbol
that represents the idea of a clean and responsible development.
